"The draft amendments to the Labor Law required additional regulations to allow businesses to participate more deeply in the process of training intermediate and colleges. Besides, the establishment of a model of Vocational Skills Council should be done soon in order to link the market and vocational education".

These are the great judgments of Mr. Truong Anh Dung - Deputy Director General of the Directorate of Vocational Education and Training (Ministry of Labor, Invalids and Social Affairs) on the contents related to vocational education in the draft of the revised Labor Code 2012 at the Conference education 2019.

He said the first thing is to improve the relationship between the enterprise and the vocational education system in the future.

Currently, the model of enterprises participating in training with schools has been implemented in many countries, typically applied as the German dual training model. "Labor law stipulates that enterprises do not have to register when participating in training in cases where there is no need to issue national certificate of diploma. However, in the long term, we expect businesses can participate more deeply in the process of training human resources at intermediate and college levels, ”Dung said.

To help businesses more deeply participate in the training process, he said that it is necessary to concretize many factors in the Law such as how teachers, businesses need to have conditions, how to train.

He also proposed to supplement the model of industry skills council, and consider creating a day of skills for young workers in order to facilitate the forecast of future vocational skills needs, build standards on vocational skills, assessment and use of labor resources.
